Touch and Resetting of Cursor in Level

Hello lab testers!

Just a small update on the Phylosplicer interface:

1. The issue with the cursor always resetting a the top of the chain every time you dispatch a base has been fixed. Now the cursor will stay in the same position on the chain whenever you dispatch a base.

2. We now have touch support for the browser version of the Phylosplicer! You utilize the interface on your phone or tablet. Just swipe up and down to move the cursor up and down on the molecular chain. Then, swipe left or right to dispatch a base.
